Is taking a citizens earnings and giving them to someone else supported by the U.S. Constitution?

You mean like when the military industrial complex receives a trillion dollars of taxpayer's money when the US invades Iraq on the basis of lies... then keeps a phoney war going for 7 years... all for the sake of financial profit? No, I don't think that's constitutional.
