Opinions wanted - Would you consider this cheating?

I have been dating my boyfriend for almost 3 and a half years and we were just about to announce our engagement when one day I found out that 3 months prior he had (in my opinion) cheated on me. He met a girl at the bowling ally we frequented and started contacting her through myspace flirting by complimenting her body, calling her on the phone and making plans to meet up with her without my knowing. "Supposidly" that's as far as it went and I confronted the girl and she said it didn't go any further than that eaither. But my question is what is your opinion? Would you consider this cheating even if he didn't touch or have with her? Now for the sake or argument let's ume it didn't go further than the attempt at meeting (which I can't say whether it went further or not but thats not the point). To me this is a total betrayal of our whole relationship and even if he didn't have with her I consider it cheating. What do you guys think? Cheater or no?
