Testing and Inspection of in-service electrical equipment.....?

If the appliance was electrically safe, ie earthed and sound safe insulation and there was no chance of the defect causing any electrical problems then it should be certified safe. Cosmetic appearance is of no consideration or items could be failed if you don't like the colour.
